Job Description

The Grenada Council for Technical and Vocational Education and Training (GCTVET) is inviting applications from suitably qualified candidates to fill the post of Finance Officer at the Grenada National Training Agency (GNTA).

Job Objective

Under the direction of the chief Executive Officer, this Officer will be responsible for all financial management, disbursement, accounting and audit related matters, and the provision of financial services for the NTA.  The Finance Officer is responsible for maintaining accurate financial records, ensuring compliance with adopted accounting standards, supporting the preparation of financial reports, and contributing to the efficient financial management of the organization.

Key Functions and Duties:

1.      Financial Record Management & Compliance

  • Maintains proper records of all transactions relating to income and expenditure, based on International Financial Reporting Standards (IFRS).
  • Records, verifies and maintains the NTA’s fixed assets schedule.
  • Records and verifies fixed assets.
  • Prepares accounting records for auditing.

2.       Financial Reporting & Analysis

  • Prepares reports including reconciliation and journal reports, balance sheet journal, quarterly financial reports and annual financial statements.
  • Prepares quarterly management financial reports based on NTA’s adapted accounting standards. Prepares financial reports and other reports to donors and other external stakeholders.
  • Maintains regular contact with management and staff to obtain and convey information and/or correct transactions.
    Keeps management informed of area of activity and of any significant problems.

3.      Accounting Systems & Internal Control

  • Prepares Journal Entries for input in the General Ledger.
  • Reviews, implements, and adapts new and existing financial systems and controls.
  • Processes payment requests and maintains the internal control system for handling and processing of all payment transactions.
  • Receives and reconciles monthly bank statements.

4.      Budgeting, Cash Flow & Project Support

  • Responsible for the preparation of Budget/Cash Flow projections under the supervision of the CEO.
  • Prepares disbursement requests.
  • Evaluates and prepares project proposal costings.

5.      Payroll, Procurement & Administrative Support

  • Prepares payroll and ensure accurate statutory deductions.
  • Prepares requisitions for office and general supply purchases.
  • Attends and participates in meetings as is required.

Other Duties

  • To carry out any other related duties that may be assigned from time to time.

Qualifications:

Education / Certification:

  • A Bachelor’s degree in Accounting/ Finance or related field from a recognized institution or equivalent NVQ/CVQ Level 04 Certification
  •  CAT (Certified Accounting Technician) Qualification or
  • Must have completed at least intermediate level of a professional accounting designation (ACCA, CGA, CPA)

Experience Required:

  • A minimum of five (5) years general accounting experience
  • Experience with International Financial Reporting Standards (IFRS) and other computerized accounting systems

Required Knowledge:

  • Knowledge of Accounting software packages and other related computer applications.
  • Accounting principles, practices, and standards; governmental accounting and auditing standards and guidelines; budgeting methods and processes.
  • The use of specified computer applications involving word processing, spreadsheets, data entry and standard report generation.

  • Ability to prepare financial reports and statements, understand interrelationships among financial/accounting records and documents, analyze financial/accounting data and draw logical conclusions.
  • Ability to use independent judgment within established procedural guidelines.  
  • Ability to organize own work, set priorities, and meet critical deadlines.
  • Ability to deal successfully with the public in person and over the telephone.
