Key Duties and responsibilities:

1. Prepares reports, on matters related to the facilities serviced and assist in preparing proposals, annual procurement and maintenance budget, estimates, scope of works, scheduling expenditures, analysing variances, reporting on activities, and implementing corrective action as required
2. Provides support in planning for job execution, equipment acquisition, deployment and retrieval of equipment and staff to efficiently carry out tasks
3. Provides information for costing and procurement of equipment, furniture and other items for work completion
4. Assist in implementing and ensuring compliance with standards and policies, including identifying health and safety hazards and recommendations to mitigate issues
5. Coordinates plans with Facilities Manager, contractors and staff for efficient execution of jobs
6. Conduct periodic and scheduled assessments of facilities, equipment and fittings to ensure optimal functioning and report deficiencies for repairs or maintenance
7. Oversees diverse projects, the performance of trades workforce (contractors) and service providers, ensuring the prioritization of projects and activities, and the maintenance of all safety and quality standards according to set standards, policies and agreed-upon timelines and goals.
8. Performs basic maintenance and repairs involving areas such as electrical, carpentry, plumbing, and air conditioning. Troubleshoots, diagnoses and resolves equipment issues, makes necessary repairs, arranges for repairs to be effected, or advises management to facilitate corrective action.
9. Arranging and coordinating timely responses to complaints from the various stakeholders.
   
   Skills, Abilities and Competencies
   ● Knowledge of maintenance related to mechanical equipment, electrical equipment, air conditioning systems, plumbing and general construction.
   ● Knowledge of tools and equipment used in maintenance and repair
   ● Knowledge of health and safety for construction and related areas of work
   ● Some knowledge of facilities management
   ● Ability to use/operate small handy equipment and tools for repairs and maintenance
   ● Ability to prepare estimates and specifications for facilities and equipment maintenance and repair
   ● Proficient in using computers including Microsoft Office
   ● Ability to prepare and maintain records and reports
   ● Ability to communicate effectively, orally and written to internal and external stakeholders
   ● Ability to establish and maintain effective working relationships with internal and external customers
   
   Required Qualifications
   ● Should possess a minimum of two years’ experience in facilities and equipment maintenance and repair
   ● Degree or diploma in facility management, engineering, architecture, project management or related field

Responsibilities

• Implement measures to support the enforcement of the National Metrology Act and its Regulations;
• Development of testing protocol for pattern approval, initial verification and in-service verification of measuring and weighing devices;
• Perform testing inclusive of examinations on measuring and weighing devices for pattern approval, initial and in-service use.
• Conduct testing and Examination of Weighing and Measuring Equipment for Pattern approval, Initial Verification and In-service Verification;Implement programmes for the maintenance of traceability for national and reference standards under the control of the GDBS;
• Calibration and verification of reference and working measurement standards used by the GDBS and clients;
• Calibration and verification of reference and working measurement devices used by the GDBS and clients;
• Supervise the execution of the annual legal metrology programme;
• Supervision of the metrology inspectorate;
• Provide technical guidance and support to industry on metrology matters;
• Preparation of calibration, verification, departmental, quarterly and annual reports and workplans;
• Update and validate data entry into the Information Management System, where applicable;
• Assist in the implementation of the ISO/IEC 17025 standard;
• Promotion of quality awareness throughout the organization;
• Represent the GDBS at national, regional and international meetings and committees on metrology and matters relating to the work of the GDBS
• Conduct and/or assist in the implementation of training programmes on metrology and related matters

Qualifications

• University degree in one or more of the scientific disciplines covered by the work of the Bureau, e.g., Physics, Mathematics or Mechanical, Electrical or Electronic Engineering
• A minimum of three (3) years scientific experience;
• Experience in the implementation of standards, including international regulations, or a preparedness to undergo training in standards work is essential;
• At least 2 years of operating experience with managerial disciplines, particularly quality management

Qualifications & Requirements

• Master’s degree in one or more disciplines covered by the work of the Bureau, e.g. Food Science, Chemistry, Management, etc. plus a minimum of five (5) years experience in the field of standards;
• Experience in the preparation, selection or application of standards, or a preparedness to undergo training in standards work is essential;
• Experience with managerial disciplines and the supervision of staff (2 years preferably).
