<p class="wp-block-paragraph"><strong>1. Background</strong><br>An entity is seeking the services of a qualified and experienced Public Relations/Communications Specialist (Consultant) to manage all aspects of its public communications, media relations, stakeholder engagement, and reputation management. The consultant’s role is central to promoting transparency, maintaining public trust, and supporting the execution of the entity’s broader objectives through clear, strategic, and responsive communication.</p>



<p class="wp-block-paragraph"><strong>2. Objectives of the Assignment</strong><br>The primary objective of this consultancy is to develop, implement, and manage a comprehensive public relations and communication strategy that:</p>



<ul class="wp-block-list">
<li>Builds and maintains positive media relationships and public perception.</li>



<li>Enhances public understanding and awareness of the entity’s work and initiatives.</li>



<li>Ensures effective communication with a wide range of stakeholders.</li>



<li>Anticipates, mitigates, and manages reputational risks and crises.<br></li>
</ul>



<p class="wp-block-paragraph"><strong>3. Scope of Services</strong><br>The Consultant will undertake the following tasks:</p>



<p class="wp-block-paragraph"><a></a>3.1 Public Relations Strategy &amp; Execution</p>



<ul class="wp-block-list">
<li>Develop a comprehensive Public Relations and Communications Strategy.</li>



<li>Provide strategic counsel on media positioning, messaging, and timing.</li>



<li>Prepare press releases, media kits, briefing notes, and official statements.</li>



<li>Represent or support the entity in media engagements, interviews, and press conferences.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.2 Media Relations &amp; Strategic Messaging</p>



<ul class="wp-block-list">
<li>Establish and maintain strong working relationships with national, regional, and international media houses.</li>



<li>Coordinate and manage press coverage and media appearances.</li>



<li>Monitor media coverage and respond to inaccurate or potentially damaging narratives.</li>



<li>Develop a proactive media engagement calendar.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.3 Stakeholder Engagement</p>



<ul class="wp-block-list">
<li>Design and implement communication plans targeting key stakeholder groups, including public officials, private sector professionals, NGOs, and communities.</li>



<li>Prepare communication materials and messaging for public consultations, stakeholder meetings, and public hearings.</li>



<li>Assist in facilitating inclusive, transparent dialogue with the public on relevant issues.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.4 Crisis Communication &amp; Reputation Management</p>



<ul class="wp-block-list">
<li>Develop and implement a crisis communication plan.</li>



<li>Act as lead advisor and strategist during high-risk or contentious issues.</li>



<li>Prepare rapid-response materials and manage media interactions during crises.</li>



<li>Support internal readiness for issue response through training and scenario planning.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.5 Digital Media Strategy</p>



<ul class="wp-block-list">
<li>Oversee the entity’s online presence and digital communications.</li>



<li>Develop and manage content for the website and social media platforms.</li>



<li>Monitor digital engagement and provide data-driven insights for decision-making.</li>
</ul>



<p class="wp-block-paragraph">3.6 Internal Communication &amp; Brand Alignment</p>



<ul class="wp-block-list">
<li>Ensure consistent and accurate internal communication to staff.</li>



<li>Provide guidance on tone, branding, and presentation of communication materials.</li>



<li>Align all public messaging with the entity’s vision, mission, and operational values.<br></li>
</ul>



<p class="wp-block-paragraph"><strong>4. Key Performance Indicators (KPIs)</strong></p>



<ol start="1" class="wp-block-list">
<li>Comprehensive Public Relations &amp; Communications Strategy developed and submitted within the first 30 days.</li>



<li>Media Engagement Calendar prepared and updated monthly.</li>



<li>Crisis Communication Plan submitted within the first 40 days.</li>



<li>Timely and high-quality delivery of press releases, media briefings, and talking points as required.</li>



<li>Monthly Media Monitoring and Impact Reports submitted and reviewed.</li>



<li>Quarterly Stakeholder Communication Reports outlining engagement activities and feedback.</li>



<li>Completion of training workshops for internal staff on media readiness and public communication.<br></li>
</ol>



<p class="wp-block-paragraph"><strong>5. Duration of Assignment</strong><br>The consultancy will be for a period of six (6) months, with the option to renew based on performance and institutional requirements. The practitioner will be retained on a consultancy basis and is expected to provide services as needed in accordance with the agreed terms. The Consultant is expected to begin work immediately upon signing of the contract.</p>



<p class="wp-block-paragraph"><strong>6. Reporting</strong><br>The Consultant will report directly to the Board of Directors and will work in close collaboration with senior leadership and technical departments as necessary.</p>



<p class="wp-block-paragraph"><strong>7. Qualifications and Experience</strong><br>The ideal Consultant should meet the following minimum requirements:</p>



<ul class="wp-block-list">
<li>Bachelor’s Degree in Public Relations, Communications, Journalism, Political Science, or a related field. A Master’s Degree is an asset.</li>



<li>At least 7 years of progressive experience in public relations, communications, media, or strategic stakeholder engagement.</li>



<li>Demonstrated success managing media relations, crisis communications, and public engagement in complex or high-profile environments.</li>



<li>Proven ability to develop and implement communication strategies aligned with institutional goals.</li>



<li>Excellent writing, editing, and public speaking skills.</li>



<li>Experience working with public institutions, regulatory agencies, or communications-intensive organizations is desirable.</li>



<li>Strong knowledge of digital communication tools, including social media management, analytics, and web content development.<br></li>
</ul>

<li>In collaboration with the CEO and CMO the Marketing Manager, participates in the development of and oversees the implementation of the Global Strategy for the destination.</li>



<li>Manages and coordinates the engagement with Marketing service providers.</li>



<li>Serves as central point of communication with contractors providing instructions and receiving feedback.</li>



<li>Plans, monitors, and coordinates the logistics of providing advertising materials and services with internal and external stakeholders.</li>



<li>Manages the development and placement of media installations.</li>



<li>Participates in the negotiations of local media buying, in collaboration with the external contractor.</li>



<li>Assesses the impact of marketing activities to measure and report on the ROI.</li>



<li>Ensures principles of governance are applied when participating in event planning and execution.</li>



<li>Ensures planned activities are aligned to the strategic goals of the GTA and delivers the targeted value-add.</li>



<li>Ensures the effective use of the various digital platforms in terms of accessibility and availability, content, customer service and responsiveness.</li>



<li>Strategically plans attendance at trade and consumer travel events, regional promotions, and efficiently executes activations in markets.</li>



<li>Oversee the Marketing budget, ensuring cost-effective use of resources and prepare regular reports for senior leadership with insights and recommendations for optimization.</li>



<li>Prepares reports from business meetings attended outside of Grenada and follows up on timely delivery of required actions.</li>



<li>Manages the coordination of training programmes in collaboration with the respective Directors of Sales.</li>



<li>Provides consulting services, advice and support to stakeholders and their associations to improve the delivery of GTA&#8217;s tourism products and services.</li>



<li>Oversees the development of marketing strategies to improve and integrate new and existing products for promotional purposes.</li>



<li>Perform any other duties that may be assigned from time to time.</li>

<li>Some research experience (academic, field, archival, or community-based) is desirable.</li>



<li>Ability to <strong>work independently, manage tasks, and meet deadlines</strong> while also functioning effectively in a team environment.</li>



<li>Strong analytical, writing, and interpretive communication skills.</li>



<li>Knowledge of Caribbean heritage and museum practices is desirable.</li>

<p class="wp-block-paragraph"><strong>Job Objective</strong><br>Under the direction of the Chief Executive Officer, the Project Officer is responsible for supporting the planning, coordination, implementation, and monitoring of projects and programmes undertaken by the Grenada National Training Agency (GNTA), particularly those related to Technical and Vocational Education and Training (TVET), workforce development, and skills enhancement. <li>Assist in the design and development of project proposals, concept notes, budgets, timelines and work plans</li>



<li>Coordinate project planning activities in collaboration with internal departments and external stakeholders</li>



<li>Ensure alignment of projects with GNTA’s strategic priorities and TVET policies</li>

<p class="wp-block-paragraph"><strong>B. Project Implementation</strong></p>



<ul class="wp-block-list">
<li>Oversee day-to-day execution of assigned projects and initiatives in alignment with project schedule, budget and project plan.</li>



<li>Coordinate training programmes, workshops, and outreach activities under project portfolios</li>



<li>Liaise with stakeholders including training providers, consultants, and service providers to ensure timely delivery</li>
</ul>



<p class="wp-block-paragraph"><br><strong>C. Monitoring, Evaluation and Reporting</strong></p>



<ul class="wp-block-list">
<li>Track project performance against established indicators and targets</li>



<li>Collect data, in collaboration with the Monitoring and Evaluation Officer, to support project monitoring and evaluation</li>



<li>Collaborate with the Monitoring and Evaluation Officer to prepare periodic progress reports, briefs, and updates for management and funding agencies</li>



<li>Support the M &amp; E Officer in the development of project evaluation reports and lessons learned</li>



<li>Ensure the achievement of project milestones in accordance with the project plan, schedule and quality requirements.</li>
</ul>



<p class="wp-block-paragraph"><br><strong>D. Stakeholder Engagement and Partnerships</strong></p>



<ul class="wp-block-list">
<li>Lead the development of the NTA’s stakeholder engagement strategy</li>



<li>Engage with government agencies, private sector partners, donors, and community organisations</li>



<li>Facilitate consultations, meetings, and workshops with stakeholders</li>



<li>Support the development and maintenance of strategic partnerships</li>



<li>Represent GNTA in meetings and events as required</li>
</ul>



<p class="wp-block-paragraph"><strong>E. Financial and Administrative Support</strong></p>



<ul class="wp-block-list">
<li>Assist with project budgeting, procurement processes, and financial tracking</li>



<li>Ensure proper documentation and record-keeping for all project activities</li>



<li>Support compliance with donor requirements and GNTA policies</li>



<li>Coordinate logistics for project-related events and activities</li>

<p class="wp-block-paragraph"><strong>F. Technical Support to TVET Initiatives</strong></p>



<ul class="wp-block-list">
<li>Support the implementation of TVET programmes, including C/NVQ delivery, apprenticeships, and workforce development initiatives</li>



<li>Assist in integrating emerging areas (e.g., green skills, digital skills) into project activities</li>



<li>Collaborate with Quality Assurance, Standards, and Training Units to ensure programme quality of various projects</li>
</ul>



<p class="wp-block-paragraph"><strong>Qualifications:</strong></p>



<ul class="wp-block-list">
<li>N/CVQ Level IV/ Bachelor’s Degree in Project Management, Business Administration or Management, Education, Development Studies, or a related field</li>



<li>Minimum of 3–5 years’ experience in project coordination or management</li>



<li>Experience in working in TVET, education, workforce development, or implementing donor-funded projects is an asset</li>



<li> Training or certification in Project Management would be an advantage<br></li>
</ul>
