<p class="wp-block-paragraph">The Grenada Authority for the Regulation of Financial Institutions (GARFIN) invite applications from suitably qualified, visionary and ethical leaders for the position of <strong>Executive Director </strong>which will become vacant on January 1, 2027.</p>



<p class="wp-block-paragraph"><strong>Position Summary</strong></p>



<p class="wp-block-paragraph">The Executive Director is the Chief Executive Officer of the Authority and is accountable to the board of Directors for the overall leadership, management and administration of the Authority. The incumbent is responsible for providing strategic direction and ensuring the effective implementation of the Authority’s mandate in accordance with its enabling legislation and the policies established by the Board.</p>



<p class="wp-block-paragraph">The Executive Director will lead the regulation and supervision of Grenada&#8217;s non-bank financial sector, promote sound corporate governance, strengthen market integrity, safeguard consumers, support financial inclusion and enhance public confidence in the sector. The role also requires fostering effective relationships with government, regulated entities, regional and international regulatory bodies, development partners and other key stakeholders.</p>



<p class="wp-block-paragraph"><strong>Qualifications and Experience</strong></p>



<ul class="wp-block-list">
<li>A postgraduate Degree (Master’s or higher) in Finance, Economics, Business Administration, Accounting, Law, Public Administration, Risk Management or a related field</li>



<li>An advanced professional qualification in Accounting, Business, Finance, or a related discipline (e.g., CPA, ACCA, CA, CFA, or equivalent) would be an asset</li>



<li>A minimum of (10) years of progressively responsible senior management experience, preferably including executive leadership responsibilities</li>



<li>Significant experience in financial sector regulation or the financial services industry, including one or more of the following areas: insurance, pensions, credit unions, money service businesses, microfinance, fintech or other non-bank financial institutions</li>



<li>Demonstrated knowledge of prudential regulation, risk-based supervision, corporate governance, enterprise risk management, regulatory compliance and consumer protection frameworks</li>



<li>Experience working with government agencies, regulatory authorities, international financial institutions, regional organizations or multilateral development partners will be an advantage</li>
</ul>

<li>A Sound understanding of emerging risks, financial innovation, digital transformation and the evolving non-bank financial services landscape</li>

<p class="wp-block-paragraph"><strong>Terms of Appointment</strong></p>



<p class="wp-block-paragraph">The Executive Director will be appointed on a contractual basis for a term of 3 years in the first instance.  The successful candidate will receive a competitive remuneration and benefits package commensurate with the responsibilities of the position, qualifications and relevant experience.</p>

<p class="wp-block-paragraph"><strong>Main financial assistance duties: </strong></p>

<li>Keep records of project funds and expenditures, and ensure all project-related financial documentation are well maintained and readily available when required by the (Project Manager);</li>



<li>Review project expenditures and ensure that project funds are used in compliance with the Project Documents and financial rules and procedures;</li>



<li>Validate and certify forms before submission to UNEP;</li>



<li>Provide necessary financial information as and when required for project management decisions;</li>



<li>Provide necessary financial information during project audit(s);</li>



<li>Review annual budgets and project expenditure reports, and notify the Project Manager if there are any discrepancies or issues;</li>



<li>Consolidate financial progress reports submitted by the responsible parties for implementation of project activities;</li>



<li>Liaise and follow up with the responsible parties for implementation of project activities in matters related to project funds and financial progress reports;</li>



<li>Prepare regularly scheduled reports;</li>



<li>Provide general support to the Project Manager;</li>



<li>Take accurate minutes of meetings;</li>



<li>Research and create presentations;</li>



<li>Organize and schedule appointments and meetings &#8211; Carry out administrative duties such as filing, typing, copying, binding, scanning, etc.;</li>



<li>Conduct the necessary research in order to advise on appropriate travel itinerary</li>



<li>Book conference calls, rooms, taxis, couriers, hotels, etc.;</li>



<li>Handle sensitive information in a confidential manner;</li>



<li>Conduct data entry;</li>
