<p class="wp-block-paragraph"><strong><span style="text-decoration: underline;">Scope of work:</span></strong><br>Main duties:</p>



<ul class="wp-block-list">
<li>Develop regulatory proposal on electric vehicle import specification, licensing and periodic technical inspection requirements;</li>



<li>Develop regulatory proposal on technical approval and installation, incl. standards and technical specifications, of public and private charging stations;</li>



<li>Develop proposal for regulating fuel quality through a just transition</li>



<li>Provide technical assistance to support government approval process, including stakeholder consultations on regulatory reforms;</li>



<li>Develop proposal for updating legislation on electric vehicle incentives;</li>



<li>Provide Technical assistance to support the approval process of the proposal for updating legislation on electric vehicle incentives;</li>



<li>Develop proposal to update the National Solid Waste Management Strategy for regulating electric vehicle end-of-life and EV battery reuse ;</li>



<li>Provide Technical assistance to support government approval process of policy and regulations for ELV management;</li>



<li>Provide necessary legal information as and when required for project management decisions; and</li>



<li>Provide any other legal information necessary to execute the legal framework.</li>

<p class="wp-block-paragraph"><strong><span style="text-decoration: underline;">Deliverables under his/her direct responsibility</span></strong><br>Deliverables for which he/she will provide support:<br><br>Final strategy submitted for adoption by the Ministry of Infrastructure Development, <br>1.2.7 &#8211; Transport and Implementation<br><br>Technical assistance to support government adoption processes, including as needed<br>1.2.8 &#8211; stakeholder consultation and meetings<br><br>Data sharing agreements for furnishing the system finalized between key data <br>1.3.3 &#8211; suppliers and the Ministry of Infrastructure Development,<br>1.3.3 &#8211; Transport and Implementation<br><br>Protocols for post-project management of the system and data collection and analysis<br>submitted for<br>1.3.5 &#8211; adoption by the Ministry of Infrastructure Development, Transport and Implementation.<br><br>Memorandum of understanding with the Grenada National Training Agency for<br>executing the<br>1.4.2 &#8211; capacity-building mechanism elaborated in 1.4.1<br><br>Service contract for GRENLEC installation, operation (including favourable tariff for<br>2.2.2 &#8211; electricity charging rates), maintenance and data sharing related to the solar PV plant and the charging stations</p>



<p class="wp-block-paragraph">Report on regional and international good practices developed with the support of the Global Program and its regional investment hub, with a focus on SIDS, for regulating the importation of conventional and<br>3.1.1 &#8211; electric vehicles and regulating charging infrastructure, and recommendations for Grenada<br><br>One (1) consultation workshop on a proposal for regulating the importation of<br>3.1.2 &#8211; conventional and electric vehicles, and regulating charging infrastructure, including workshop report<br><br>Proposal for regulating the importation of vehicles presented for adoption by the Ministry of Infrastructure Development, Transport and Implementation, on:<br>&#8211; Internal combustion engine vehicles, including on vehicle energy efficiency and emissions;<br>3.1.3 &#8211; Electric vehicles, including licensing and technical inspection requirements.<br><br>Proposal for regulating electric vehicle charging infrastructure presented for adoption<br>3.1.4 &#8211; by the Ministry of Finance, Economic Development, Physical Development, Public Utilities and Energy<br><br>Report on regional and international good practices, with a focus on SIDS, for<br>3.1.5 &#8211; regulating fuel quality while ensuring a just transition, and recommendations for Grenada One (1) consultation workshop on a proposal for regulating fuel quality through a just<br>3.1.6 &#8211; transition, including workshop report<br><br>Proposal for regulating fuel quality through a just transition presented for adoption by<br>3.1.7 &#8211; the Ministry of Finance, Economic Development, Physical Development, Public Utilities and Energy Technical assistance to support government adoption processes, including as needed<br>3.1.8 &#8211; stakeholder consultation and meetings<br><br>Report on regional and international good practices developed with the support of the<br>Global Program and<br>3.2.1 &#8211; its regional investment hub, with a focus on SIDS, for fiscal incentives and import tax structures for electric vehicles, including recommendations for Grenada<br><br>One (1) multi-stakeholder consultation workshop for developing a structured and<br>3.2.2. &#8211; time-adjusted tax proposal for accelerating the introduction of new and used electric vehicles, taking into account work on regulating vehicles and fuel quality in output 3.1<br><br>A structured and time-adjusted import tax proposal for electric vehicles presented for<br>3.2.3. &#8211; adoption by the Ministry of Finance, Economic Development, Physical Development, Public Utilities and Energy<br><br>Technical assistance to support the Ministry adoption process, including as needed<br>3.2.4 &#8211; stakeholder consultation and meetings<br><br>Proposal to update the National Solid Waste Management Strategy for regulating electric vehicle end-of-life and EV battery reuse submitted for adoption by the Ministry<br>4.1.3 &#8211; of Climate Resilience, The Environment, Forestry, Fisheries &amp; Disaster Management<br><br>Proposal to amend the Waste Management Act for regulating electric vehicle end-of-life and EV battery reuse submitted for adoption by the Ministry of Climate<br>4.1.4 &#8211; Resilience, The Environment, Forestry, Fisheries &amp; Disaster Management<br><br>Technical assistance to support government adoption process, including where<br>4.1.5 &#8211; needed stakeholder consultation and validation workshops</p>



<p class="wp-block-paragraph"><strong><span style="text-decoration: underline;">Minimum requirements</span></strong><br>A university degree [MSc or PhD] in a subject related to law, regulatory development, contracts and public policy.<br>&#8211; At least 5 years of experience in preparing public regulations, contracts and policies.<br>&#8211; At least 5 years of experience working with ministries, national or provincial institutions on regulatory and contractual issues.<br>Language: English<br><br>Only suitable candidates will be contacted.
