management and development. As we continue to evolve, we are seeking an experienced HR
Auditor to conduct an independent, comprehensive audit of our Human Resources department. This audit aims to assess current practices, identify strengths and gaps, and provide actionable recommendations aligned with legal requirements, industry standards, and organizational goals.
Overview of the Assignment
The HR Auditor will conduct a full-scale evaluation of the HR department, including its structure, systems, policies, and effectiveness. The consultant will identify opportunities for improvement and propose strategic recommendations—potentially including training, restructuring, or personnel adjustments—to enhance performance and alignment with organizational objectives.

Key Responsibilities
● Conduct a comprehensive audit of the HR function, covering the full employee lifecycle, including recruitment, onboarding, performance management, compensation and benefits, employee relations, training and development, and offboarding.
● Evaluate the department’s compliance with applicable labour laws, internal policies, health and safety regulations, and industry standards.
● Review the structure, roles, and responsibilities of the HR team to determine effectiveness and alignment with organizational needs.
● Assess the HR department’s use of technology and systems for efficiency, security, automation, and data-driven decision-making.
● Evaluate the planning and execution of workforce strategies, including talent acquisition, succession planning, and retention efforts.
● Review current policies and procedures for consistency, relevance, and communication effectiveness across the organization.
● Analyze employee engagement, communication channels, and feedback mechanisms to determine their effectiveness in promoting a positive work environment.
● Examine HR’s financial management, including budget allocation, cost-efficiency, and value delivery of HR programs.
● Assess how the HR department supports organizational change, including during restructuring or transformation initiatives.
● Provide a detailed audit report outlining key findings, risks, gaps, and strategic, actionable recommendations.
● Offer post-audit guidance and support in the implementation of approved changes, if required.
Competency Assessment
● Interview the HR Manager to assess knowledge, leadership capabilities, and functional effectiveness in key HR areas.
● Review stakeholder feedback, including from staff and management, regarding the HR Manager’s performance and leadership.
● Evaluate the decision-making, problem-solving, and compliance competencies of HR leadership.
Methodology
The consultant is expected to use a range of data-gathering methods, including:
● Document review (HR policies, procedures, reports, and personnel records).
● Interviews with the HR Manager, HR staff, and key internal stakeholders.
● Employee and manager surveys or questionnaires.
● Benchmarking against industry standards and best practices.
Reporting & Communication
● The consultant will report directly to a designated internal team.
● Weekly progress updates are required throughout the audit period.
● A formal presentation of the final audit report and recommendations will be delivered to senior stakeholders.
Confidentiality
● The consultant is expected to maintain the highest level of confidentiality regarding all sensitive or personal information encountered during the audit. All findings must be shared only with authorized individuals.
Evaluation & Acceptance of Final Report
● The final report will be evaluated based on the quality of analysis, feasibility of recommendations, alignment with organizational objectives, and practical implementation strategies.
Required Qualifications
● Minimum of 8 years of progressive HR experience, with at least 5 years in HR auditing or consulting.
● Strong knowledge of HR laws, policies, compliance standards, and SHRM-aligned best practices.
● Demonstrated ability to conduct comprehensive audits and develop actionable, strategic recommendations.
● Experience working with senior leadership to drive organizational change and improvement.
● Excellent communication, analytical, and interpersonal skills.
● Certification such as SHRM-SCP, SPHR, or equivalent is preferred.
Preferred Qualifications
● Experience working in a similar industry or public sector environment.
● Proficiency in HRIS platforms and data analysis tools.
Payment Terms
Payment terms will be discussed and agreed upon prior to the start of the engagement.
