Background</strong><br>An entity is seeking the services of a qualified and experienced Public Relations/Communications Specialist (Consultant) to manage all aspects of its public communications, media relations, stakeholder engagement, and reputation management. The consultant’s role is central to promoting transparency, maintaining public trust, and supporting the execution of the entity’s broader objectives through clear, strategic, and responsive communication.</p>



<p class="wp-block-paragraph"><strong>2. Objectives of the Assignment</strong><br>The primary objective of this consultancy is to develop, implement, and manage a comprehensive public relations and communication strategy that:</p>

<li>Builds and maintains positive media relationships and public perception.</li>



<li>Enhances public understanding and awareness of the entity’s work and initiatives.</li>



<li>Ensures effective communication with a wide range of stakeholders.</li>



<li>Anticipates, mitigates, and manages reputational risks and crises.<br></li>

<p class="wp-block-paragraph"><strong>3. Scope of Services</strong><br>The Consultant will undertake the following tasks:</p>



<p class="wp-block-paragraph"><a></a>3.1 Public Relations Strategy &amp; Execution</p>

<li>Develop a comprehensive Public Relations and Communications Strategy.</li>



<li>Provide strategic counsel on media positioning, messaging, and timing.</li>



<li>Prepare press releases, media kits, briefing notes, and official statements.</li>



<li>Represent or support the entity in media engagements, interviews, and press conferences.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.2 Media Relations &amp; Strategic Messaging</p>



<ul class="wp-block-list">
<li>Establish and maintain strong working relationships with national, regional, and international media houses.</li>



<li>Coordinate and manage press coverage and media appearances.</li>



<li>Monitor media coverage and respond to inaccurate or potentially damaging narratives.</li>



<li>Develop a proactive media engagement calendar.</li>
</ul>

<li>Design and implement communication plans targeting key stakeholder groups, including public officials, private sector professionals, NGOs, and communities.</li>



<li>Prepare communication materials and messaging for public consultations, stakeholder meetings, and public hearings.</li>



<li>Assist in facilitating inclusive, transparent dialogue with the public on relevant issues.</li>
</ul>

<li>Develop and implement a crisis communication plan.</li>



<li>Act as lead advisor and strategist during high-risk or contentious issues.</li>



<li>Prepare rapid-response materials and manage media interactions during crises.</li>



<li>Support internal readiness for issue response through training and scenario planning.</li>
</ul>



<p class="wp-block-paragraph"><a></a>3.5 Digital Media Strategy</p>



<ul class="wp-block-list">
<li>Oversee the entity’s online presence and digital communications.</li>



<li>Develop and manage content for the website and social media platforms.</li>



<li>Monitor digital engagement and provide data-driven insights for decision-making.</li>
</ul>



<p class="wp-block-paragraph">3.6 Internal Communication &amp; Brand Alignment</p>



<ul class="wp-block-list">
<li>Ensure consistent and accurate internal communication to staff.</li>



<li>Provide guidance on tone, branding, and presentation of communication materials.</li>



<li>Align all public messaging with the entity’s vision, mission, and operational values.<br></li>
</ul>



<p class="wp-block-paragraph"><strong>4. Key Performance Indicators (KPIs)</strong></p>



<ol start="1" class="wp-block-list">
<li>Comprehensive Public Relations &amp; Communications Strategy developed and submitted within the first 30 days.</li>



<li>Media Engagement Calendar prepared and updated monthly.</li>



<li>Crisis Communication Plan submitted within the first 40 days.</li>



<li>Timely and high-quality delivery of press releases, media briefings, and talking points as required.</li>



<li>Monthly Media Monitoring and Impact Reports submitted and reviewed.</li>



<li>Quarterly Stakeholder Communication Reports outlining engagement activities and feedback.</li>



<li>Completion of training workshops for internal staff on media readiness and public communication.<br></li>
</ol>



<p class="wp-block-paragraph"><strong>5. Duration of Assignment</strong><br>The consultancy will be for a period of six (6) months, with the option to renew based on performance and institutional requirements. The practitioner will be retained on a consultancy basis and is expected to provide services as needed in accordance with the agreed terms. The Consultant is expected to begin work immediately upon signing of the contract.</p>



<p class="wp-block-paragraph"><strong>6. Reporting</strong><br>The Consultant will report directly to the Board of Directors and will work in close collaboration with senior leadership and technical departments as necessary.</p>



<p class="wp-block-paragraph"><strong>7. Qualifications and Experience</strong><br>The ideal Consultant should meet the following minimum requirements:</p>



<ul class="wp-block-list">
<li>Bachelor’s Degree in Public Relations, Communications, Journalism, Political Science, or a related field. A Master’s Degree is an asset.</li>



<li>At least 7 years of progressive experience in public relations, communications, media, or strategic stakeholder engagement.</li>



<li>Demonstrated success managing media relations, crisis communications, and public engagement in complex or high-profile environments.</li>



<li>Proven ability to develop and implement communication strategies aligned with institutional goals.</li>



<li>Excellent writing, editing, and public speaking skills.</li>



<li>Experience working with public institutions, regulatory agencies, or communications-intensive organizations is desirable.</li>



<li>Strong knowledge of digital communication tools, including social media management, analytics, and web content development.<br></li>
</ul>

Background &amp; Purpose</strong><br>An entity in Grenada is seeking the services of an experienced Industrial Relations and Collective Bargaining Specialist on a retainer basis. The Specialist/Advisor will provide strategic, legal, and technical guidance in the negotiation and implementation of collective agreements, help manage relationships with trade unions, and strengthen institutional capacity in industrial relations.<br><br>This engagement aims to support the entity in maintaining industrial harmony, navigating legal and fiscal constraints, and fostering mutually beneficial labour relations through informed negotiation and dispute resolution practices.</p>



<p class="wp-block-paragraph"><strong>2. Objectives</strong><br>● Provide high-level advisory and negotiation services to support collective bargaining processes.<br>● Ensure all agreements and practices are compliant with Grenadian labour laws and international standards.<br>● Guide the statutory body in managing labour relations within financial and policy constraints.<br>● Build institutional knowledge and capacity in labour law, negotiation strategy, and grievance management.<br><br><strong>3. Scope of Work / Key Duties &amp; Responsibilities</strong><br>While on retainer, the Specialist/Advisor may be called upon to undertake the following:</p>



<p class="wp-block-paragraph">1. Negotiation Strategy Development:<br>   ○ Design a clear negotiation roadmap based on legal review, precedent, union demands, and financial/fiscal limitations.<br>   ○ Conduct benchmarking and costing of proposals; assess potential economic and operational impacts.</p>

<p class="wp-block-paragraph">2. Lead or Support Negotiations:<br>   ○ Represent or advise the entity in collective bargaining processes, covering wages, benefits, classifications, leave, performance management, grievance procedures, and related terms.<br>   ○ Facilitate discussions, bridge interests between parties, and help achieve consensus.</p>



<p class="wp-block-paragraph">3. Drafting and Legal Review:<br>   ○ Prepare, review, and refine collective agreement documents and related correspondence.<br>   ○ Ensure legal compliance, enforceability, and clarity of terms.</p>



<p class="wp-block-paragraph">4. Dispute Resolution and Representation:<br>   ○ Support or lead in managing grievances, disputes, and appeals.<br>   ○ Participate in mediations or conciliations as needed, working with external legal counsel, mediators, or arbitrators.</p>



<p class="wp-block-paragraph">5. Legal and Policy Advisory:<br>   ○ Provide interpretation of labour laws, advise on compliance and regulatory matters, and ensure adherence to obligations under relevant legislation and agreements.</p>



<p class="wp-block-paragraph">6. Capacity Building:<br>   ○ Deliver tailored training or briefings to the Board of Directors and its subcommittees on labour law, negotiation techniques, and dispute management.</p>



<p class="wp-block-paragraph">7. Implementation Oversight:<br>   ○ Monitor and guide the application of collective agreements to ensure alignment with legal terms and internal policies.<br>   ○ Recommend compliance mechanisms or adjustments if needed.</p>



<p class="wp-block-paragraph">8. Reporting and Governance Support:<br>   ○ Submit written reports, briefings, and strategy updates to the Board of Directors and its respective subcommittees, highlighting status, emerging issues, and recommendations.</p>



<p class="wp-block-paragraph"><strong>9. Qualifications &amp; Experience</strong><br>The ideal candidate will possess:</p>

<p class="wp-block-paragraph">● 7–10 years of progressive experience in industrial relations, collective bargaining, and labour law, preferably in the Caribbean.<br>● In-depth knowledge of Grenadian labour legislation and international labour standards.<br>● Proven ability to represent employers in negotiations and dispute resolution processes.<br>● Strong legal drafting and review skills related to collective agreements.<br>● Good analytical skills, including the ability to cost out proposals and assess financial/fiscal implications.<br>● Strong communication and facilitation skills; able to bridge interests between management and unions.<br>● Strategic thinking, negotiation skills, and diplomacy, with the ability to navigate complex multi-stakeholder environments.<br>● Experience delivering training or briefings to boards or high-level governance structures.<br>● High degree of discretion, independence, and professionalism.<br><br>Relevant academic qualifications may include (but are not limited to):<br>● Bachelor of Laws (LLB) or Juris Doctor (JD).<br>● Master’s in Industrial Relations or Labour Studies.<br>● Master’s in Public Administration (with HR/negotiation focus)<br>● MA/BA in Human Resource Management or Conflict Resolution</p>



<p class="wp-block-paragraph"><strong>10. Deliverables / Performance Indicators</strong><br>Deliverables under this retainer may include:<br><br>● A written negotiation strategy, with legal, financial, and operational analysis.<br>● Draft and/or finalized collective agreement(s) or related documentation.<br>● Status and briefing reports to the Board of Directors and subcommittees.<br>● An implementation and compliance plan for executed agreements.<br>● At least one training or sensitization session for the Board on negotiation and labour relations.<br>● Support in effective dispute resolution and grievance handling.</p>

Reporting &amp; Working Relationships<br></strong>● Reports to: The Board of Directors and its subcommittees as applicable.<br>● Works closely with:<br>   ○ Ministry of Labour and other relevant governmental bodies<br>   ○ External legal counsel, mediators, and arbitrators<br>   ○ Legal / Compliance unit and Finance department (for costing and analysis)<br>   ○ Union representatives and worker bodies</p>

<h4 class="wp-block-heading">4.1 Regulatory Oversight &amp; Approval of Building Plans:</h4>

<li>Develop regulatory proposal on electric vehicle import specification, licensing and periodic technical inspection requirements;</li>



<li>Develop regulatory proposal on technical approval and installation, incl. standards and technical specifications, of public and private charging stations;</li>



<li>Develop proposal for regulating fuel quality through a just transition</li>



<li>Provide technical assistance to support government approval process, including stakeholder consultations on regulatory reforms;</li>



<li>Develop proposal for updating legislation on electric vehicle incentives;</li>



<li>Provide Technical assistance to support the approval process of the proposal for updating legislation on electric vehicle incentives;</li>



<li>Develop proposal to update the National Solid Waste Management Strategy for regulating electric vehicle end-of-life and EV battery reuse ;</li>



<li>Provide Technical assistance to support government approval process of policy and regulations for ELV management;</li>



<li>Provide necessary legal information as and when required for project management decisions; and</li>



<li>Provide any other legal information necessary to execute the legal framework.</li>

<li>Consolidate financial progress reports submitted by the responsible parties for implementation of project activities;</li>



<li>Liaise and follow up with the responsible parties for implementation of project activities in matters related to project funds and financial progress reports;</li>



<li>Prepare regularly scheduled reports;</li>
